Belarusian conscientious objector Ivan Mikhailau has been acquitted of the charge of "evasion of conscription measures". On 4 May, Ivan Mikhailau's case was heard for a second time by Minsk Regional Court and he was found to be not guilty. more

Freedom House: Freedom in the World - Belarus (2010)
Despite incentives from the European Union to introduce reforms, President Alyaksandr Lukashenka maintained a tight grip over Belarus’s political and economic systems in 2009. He continued to use police violence and other forms of harassment against the political opposition, and blocked independent media from covering demonstrations through systematic intimidation. After releasing all of its political prisoners in 2008, the regime incarcerated more activists in 2009. The country made no substantial progress in reforming its electoral code, and overall hopes for an improvement in the political situation went unrealized. more

Europäischer Austausch: Kommunalwahlen in Belarus - Schlussbericht
Die Initiative „Menschenrechtler für freie Wahlen“ hat in ihrem „Vorläufigen Bericht des Monitorings der Kommunalwahlen 2010“ die Veränderungen des Wahlgesetzes begrüßt, die auf Forderung der ODIHR-OSZE und einheimischer Experten am 4. Januar angenommen wurden. Hervorzuheben ist die Aufhebung einiger Restriktionen bei der Nominierung und Registrierung von Kandidaten. Die fehlende Transparenz bei der Prüfung von Bewerbungen der potentiellen Kandidaten lässt aber weiterhin Raum für diskriminierendes Vorgehen der Wahlkommissionen gegen regimekritische Kandidaten. mehr

 

European Exchange: Local Elections in Belarus - Final Report
In its “Temporary Monitoring Report on the 2010 Local Elections”, the initiative “Human Rights Defenders for Free Elections” has welcomed the amendments to the electoral code, which were adopted on 4th January in line with the demands of the ODIHR-OSCE and local experts. Of particular importance is the removal of several restrictions on the nomination and registration of candidates. However, the lack of transparency in the assessment of potential candidates’ applications continues to enable the election commissions to treat candidates critical of the regime in a discriminatory manner. more
