Dear Minister Golovanov,

For years, non-governmental organisations and political parties have been impeded by either closing them or rejecting their requests for registration.

Section 193-1 of the Belarusian criminal law makes activities in a non-registered organisation a punishable offense and thus violates the Belarusian constitution and the international obligations of Belarus concerning human rights.

I would like to call on you to enable the use of the right to freedom of association according to article 20 of the Universal Declaration of Human Rights for all people in Belarus. Please ensure that social dedication is no longer hampered, suppressed and persecuted. Section 193-1 of the Belarusian criminal law has to be removed immediately.

In conclusion, I would like to invite you to officially register the human rights organisation Nasha Viasna, the Belarusian-Christian-democratic party and further non-governmental organisations.
